Is the in car video camera designed from the ground up, to be a coherent video system, or is it pieced together like a Frankenstein monster from different manufacturers with different quality standards and connections?

If you are a larger police department, you will want certain features of police car cameras. You will need wireless video uploading from the police car to the headquarters' server?
It's really the only way to keep track of police officers who are changing shifts.
